For example, if I use the Optimized Transfer time function in the ACTH Axis 2.0 program, is this as effective as running each program separately one after the other?

Unfortunately, my mother passed away from a stroke last year before I discovered Infopathy.  She too had moderate dementia.  One thing that made an immediate shift in her memory was colloidal gold every day.  Maybe try adding gold to your formula or even better, try the real thing.
