Hi Marcia, this is PEMF-based IC, i.e. created not with the help of substances, but with algorithms. Any ICs where you see "rainbow signal" icon are PEMF-based ICs, you can read about this more in "Method 3" of instructions.
The author who created that IC have not specified any specific time of day to use it, so you can use when you would like.

I don't know. That isn't an IC that I created. I don't know what's in it so can't answer your questions unfortunately.
