Regarding water, according to QED theory water may mimic the EM signal that is applied to it and then those "charged" domains of water interact with receptors in an organism as electronic key-lock.
To feel some taste our receiptors should react with a substance and concentration of a substance (or intensity of signal) should be enough to sense the presence of the substance. We may not feel the change of test of water as taste receptors are not targets (water with specific ICs may target some other receptors in our body) or intensity is so small that we can not recognize it and do not feel any taste.
